How can governments advance the effective recognition of this fundamental right? Which policies and institutions promote collective bargaining and how might they be established? This policy guide is aimed at public authorities tasked with establishing or improving the effectiveness of policies and institutions that promote collective bargaining. It provides guidance in respect of the essential elements of a policy to promote collective bargaining, the process by which such a policy might be formulated and some considerations for enhancing the inclusiveness of collective bargaining institutions. It can be used in a variety of institutional contexts and national traditions. It supports the development of policies to promote collective bargaining through tripartite social dialogue.
