Industrial Relations Challenges in Globalizing Labour Markets (in East Asia)

Through a comparative historical review of economic and labour market performance, evolving recruitment and hiring patterns, and the ongoing labour law reforms and debates in different East Asian countries from the 1990s to the present, this paper looks at:  changes in the labour markets of East Asia, with special focus on the phenomenon of labour market flexibility;  changes in the nature of the intermediary industry, with special focus on the intermediary or “dispatching” labour market industry;  emerging issues and challenges in the industrial relations systems of East Asia, with special focus on the rules dealing with the above two issues;  case studies of how social partners deal with these issues in the context of the ILO’s Decent Work Programme and the LMG programme of the ILO Regional Office in Bangkok.
